Technical consultancy on the methodological structuring of hospital planning and programming tools (M/W)

Overall Objective

To support TURAR Healthcare focal points in understanding, adapting, formalising and documenting the methodologies defined jointly with EF experts, enabling TURAR to structure and institutionalise its own internal hospital planning and programming framework.

Specific Objectives

• Assist TURAR focal points in understanding the methodological frameworks proposed by EF;

• Support the adaptation of these frameworks to local constraints (available data, national standards, institutional organisation);

• Contribute to structuring and formalising an internal TURAR methodology (guides, technical notes, procedures);

• Facilitate operational dialogue between:

  • EF methodological requirements;

  • Technical and institutional constraints in Kazakhstan;

  • Local administrative and decision-making processes;
